R.A. Wiedemann & Associates, Inc., was included in a Team to prepare a comprehensive business plan for with Pago Pago International Airport's new terminal program. The assignment set the overarching goal of boosting revenue generation and operating efficiency at American Samoa's primary air gateway. The study first cataloged revenues and expenses, along with market-based fee schedules. A Baseline Forecast of Revenues and Expenses was produced as a benchmark for revenue enhancement strategies.

Given the proposed cost of the new terminal at $270 million, the Airport and American Samoan government will have to develop new sources of revenues to pay for these improvements. Revenue enhancement concepts that were included in proforma analyses included development of an Airport solar farm, initiation of new airline service, development of non-aviation property on the Airport, expanded pay-parking, and new retail ground leases.

  • Draft Lease Policy
  • Twenty-Year Financial Proformas
  • Action-Oriented Implementation Plan
  • Final Report and Stakeholder Presentation

These outputs will give the American Samoa Government a financial roadmap for converting a modernized terminal into sustained cash flow and improved passenger experience.
