R.A. Wiedemann & Associates, Inc. was included on a Master Planning team to conduct a separate Business Plan for Mason County Airport. The Plan examined the Airport's strengths and constraints, then set a phased expansion program that could add up to 59 new hangar units (211,400 sq ft) through 2044 to meet latent demand while combining public investment with third-party development.

Financial modeling compared County-built T-hangars with ground-lease deals and showed that a mixed public–private approach maximizes cash flow and long-term yield. A market-responsive fuel-pricing strategy was drafted, recommending dynamic adjustments within ±10 percent of peer airports to protect margin without deterring transient traffic.

Customer-service enhancements included a self-service courtesy-car program with lock-box access and user agreement to improve pilot mobility at this unattended field. To provide a business platform for the Airport, the project delivered draft Minimum Standards, Rules & Regulations, and a Lease Policy. These provide clear benchmarks for commercial operators, safeguarding FAA grant assurances, and formalizing 30- to 40-year lease terms with CPI escalators.

These outputs equip Mason County with business strategies, governance tools, and phased funding guidance to transform the Airport into a financially sustainable regional asset.
